JANE'S DEFENCE WEEKLY - APRIL 26, 2006

Chinese, Russian sales looming in Venezuela

The Venezuelan Air Force is considering the procurement of a number of Sukhoi Su-25 ground attack aircraft, sources in Caracas have told Jane's.
The new plans were devised after a project to buy up to 24 Brazilian-made Embraer A-29 Super Tucano light attack aircraft stalled under a threat from the US government to block the transfer to Venezuela of any components and parts made in, or licensed from, the US.
Sources close to Embraer commented in late March that a sale of A-29s had been under long-term, discrete negotiations before the US blocked the sale. President Hugo Chavez in early April said plans to buy A-29s were "sabotaged".
Other sources in Caracas confirmed that the idea of buying the turbo-prop aircraft has been dropped.
Consideration is instead being given to the procurement of a batch of two-seat Sukhoi Su-25s, to be used in a dual role as combat trainers and ground attack/advanced observation aircraft.
Talks are said to be under way with Russia's defence export agency Rosoboronexport, which is trying to tie the Su-25 offer to the sale of a batch of Sukhoi Su-27SMs. According to Venezuelan sources, negotiations involve the procurement of 14 Su-25s and 12 Su-27s.
Sources in Caracas also told Jane's that Venezuela is close to a deal for the acquisition of a new Chinese national defence communications system network. The system would be satellite based and have powerful encryption, as well as other strong security capabilities.
The buy is aimed to replace an older system acquired from the US and is driven by Venezuelan concerns that the US is eavesdropping on its communications network.
The procurement of the new system is said to be linked to the acquisition of additional numbers of JYL-1 3-D Chinese-made surveillance radars, which will replace older US-made radars currently in service, as well as other radars for coastal surveillance. Venezuela acquired a first batch of three JYL-1 radars in 2005.
Separately, delivery of a mixed batch of 15 Russian helicopters - including Mil Mi-17V5s, Mil Mi-35s and Mil Mi-26T helicopters - ordered in 2004 at a cost of USD200 million, is proceeding on schedule. The first three Mil Mi-17V5 transport helicopters were officially received during a ceremony and demonstration performed early in April. The remaining balance of 12 helicopters will be received in separate batches in June, August and October.
During the ceremony, army Commander-in-Chief General Raúl Baduel confirmed that current plans call for the procurement of a total of 33 helicopters: 20 Mil-17V5s transport, 10 Mil Mi-35 gunship and three Mil Mi-26T heavy transport helicopters.
Sources in Caracas told Jane's that a second order, to cover for the balance of 18 helicopters, is likely to be made before of the end of 2006. The cost of the total 33-helicopter programme is expected to be around USD450 million.
