Key Points
The IAF has requested that the Indian MoD purchase three additional Ilyushin Il-76TD AEW&C aircraft

The delivery of three more Il-76TDs ordered in 2003 is running a year behind schedule

The Indian Air Force (IAF) has forwarded its requirement for a follow-on purchase of three Israel Aircraft Industries (IAI) Phalcon Ilyushin Il-76TD airborne early warning and control (AEW&C) aircraft to the Ministry of Defence.

IAF officials in Delhi said on 16 April that they expected the three supplementary platforms - Uzbek Il-76 A50 heavy transport aircraft upgraded by Russia and fitted with IAI-made Phalcon 'aireye' radars - to cost around USD1 billion and be delivered by 2011-12.

The agreement follows an earlier deal signed in November 2003 with Rosonboronexport and IAI, also for three Phalcon Il-76s.

The aircraft will significantly augment the IAF's ability to undertake out-of-area operations, he added.

The first of the initial three Il-76TD platforms is expected to be delivered by the end of 2008, some 12 months behind schedule. The second and third aircraft will follow in April 2009 and August 2010 respectively. All three will be based at Bareilly, 250 km north of New Delhi.

Official sources said the delays were caused by the failure of Russian engineers to upgrade the three Il-76s on schedule, with the strengthening of airframes and the installation of more powerful 4PS-90A-76 engines taking longer than expected. Uzbekistan had previously delivered the aircraft on time between August 2005 and mid-2006.

The aircraft are currently being fitted with mission sensors and management suites and will be ready for flight certification by the end of May, according to official sources.

In an associated development, the first of three wide-bodied Boeing Business Jets ordered by the IAF in October 2005 to transport government VIPs are to join the elite Communication Squadron in late June 2008, with deliveries completed by the end of the year.

The three jets cost INR7.34 billion (USD183 million), with an additional INR 2.02 billion spent on equipping them with self-protection suites to counter hostile missiles and other threats, encrypted communication facilities and state-of-the-art navigational aids.

Three sets of IAF crew - each comprising two pilots, a navigator and a flight engineer, plus 100 ground technicians - have been trained in Seattle and Texas to operate and maintain the aircraft.
