In Russia the share of population engaged in various forms of education augmented from 0.15–0.20% by the end of the 18th century to 0.6–0.7% in 1855, 2.0–2.2% in 1890 and 4.7–4.9% in 1913. Nevertheless, by the beginning of the First World War this indicator for Russia was apparently 3.0–3.5 times lower than in the developed countries (in France 14%, in Germany 19%, in the USA 22%, in Japan 16%).
