Я стараюсь прикинуть, но кроме быстрого нарастания мощности реактора, нагревания урановых элементов и образования пара из тяжелой воды ничего другого в голову не приходит. По аналогии с Чернобылем. Там же тоже произошел разгон на мгновенных нейтронах. Хотя допускаю, что я может чего и не понимаю.

CONFIDENTIALITY UNDERTAKING FOR NON-STAFF MEMBERS
1. I hereby undertake, as part of the terms and conditions of my contract with the Agency, not to disclose at any time during or after my contract with the Agency any confidential information which may come to my knowledge in connections with my contract with the Agency, including any commercial, technological or industrial secrets to which I have had access in the course of my contract, to any person, Government of organization not authorized to receive such information.
2. I further undertake that, for the duration of my contract with the Agency, I shall:
a) follow the Agency’s procedures for the safekeeping, handling and release of any such information;
b) restrict any use I make of such information, both within and outside the Agency, to the proper execution of my official duties;
c) refrain from any unauthorized use of such information to my private advantage or to that of any third party.
3. I undertake that, at all times following the termination of my contract with the Agency, I shall not use, disclose or disseminate any of the information referred to in Paragraph 1 above, except as authorized by the Director General. I also undertake to take no action that may lead to such information being disclosed or exploited to the detriment of the Agency, a Member State of the Agency, a State party to a Safeguards Agreement or a natural or legal person of such Member State or State Party.
4. I understand:
that a breach of my obligation not to disclose confidential information without appropriate authorization, as provided for in the terms and conditions of my contract with the Agency, including this Undertaking, may result in the initiation of legal proceedings against me, during or after my contract with the Agency, and that, for such purpose, the Director General may waive any immunity which may pertain to me.

Коротко: если ты заключаешь контракт с МАГАТЭ, а участие, к примеру, в семинаре или техническом совещании тоже рассматривается как кратковременный контракт, то ты обязуешься не разглашать конфиденциальную информацию. Точнее разглашать как бы можно, но нужно получить согласие Генерального директора МАГАТЭ. Перечень данных, относящихся к конфединциальной информации, занимает несколько страниц, но суть я изложил ранее. Так что теперь именно так. Раньше (примерно до начала XXI века) такого не было.
