То, что войска для поддержки Финляндии собираются в Нарвик было решено на 5-м заседании верховного совета союзников 5 февраля. Не забываем, что попутно союзники хотели решить проблему шведской руды для немецкой экономики. Высадкой в Петсамо она не решается.

Collier immediately complied with this request. On 29 January, he composed a memorandum detailing his impressions of the likely impact of British military
intervention elsewhere. Limiting his answer to the Scandinavian peninsula, Collier contended that the Allies would need to be ready to move into the Swedish ore fields fast, before the Germans could get there. In his opinion, there would be no objection to such British action from the Norwegian or Swedish governments, providing if appeared that Germany was about to attack the Finnish rear, in collaboration with the USSR. In such a case, they must recognise that Scandinavian territory would have to be used by the Allies.26 Collier’s assessment of the situation ignored the Petsamo option. Military action at Petsamo could only have been aimed at the Soviet Union, the ore fields were too far removed from this port. The combination of aid to Finland and the cutting off of the ore transports could only be achieved through an overland expedition through Norway and Sweden. It would seem, therefore, that Collier did not view assistance to Finland as an
end in itself, at this stage at least. Alexis Léger, Secretary-General of the French Foreign Ministry, had argued with a degree of deception that the Petsamo plan was intended to provoke Germany into invading Sweden, who would then turn to the Allies for help, but this reasoning was far from convincing.27
The British military staff were not happy with the idea. They preferred the more direct route to Finland, across Norway and Sweden. The advantage of this plan, apart from the major imperative of seizing the iron ore fields in Sweden and blocking Norwegian waters to Germany, was that it offered little danger of British forces coming into contact with the Red Army. The French scheme for the seizure of Petsamo was, therefore, dropped on 5
February, and the British plan adopted.28
