"We are discovering that the FIAC threat - with its low observability, high manoeuvring speed and small radar cross-section - is a very difficult target to hit; we've forced some navies to reconsider how they deploy some of their weapons," said Fraser. "Ammunition conservation is one of the biggest issues they've got when trying to defend against a FIAC threat."
Navies have employed Hammerhead to evaluate the performance of the Evolved SeaSparrow Missile and NATO SeaSparrow systems, Goalkeeper and Phalanx close-in weapon systems, and a wide variety of single barrel weapons, including the MLG 27, Typhoon Remote Weapon Station and most calibres of naval gun from 40 mm to 5 inch.
Meggitt and other target system providers are in a privileged position to judge the relative merits of competing defensive weapon systems. Fraser recalled: "We had one particularly bullish contractor [a producer of remote weapon stations] who said 'three bullets and your target is toast'; after 300 rounds, they were quite frustrated that they still hadn't hit it.
"The expectation of the uniformed folks is far in excess of what happens in reality. There's an expectation with missile firings of 'one shot, one hit', but we are routinely being asked to give our expert advice on why it didn't work as anticipated.
"We've gone up against Phalanx a number of times. It's a fantastic system but the Phalanx 1B has a man-in-the-loop and that man has to be trained. If you're not doing operator training you can have the best system in the world but you're not going to hit the target. We're adding to people's recognition of how effective their systems are."
Exeter
