In February, 1943, the polizei units were re-titled SS-Polizei Regiments to differentiate between German police units and the foreign auxiliary formations raised from among the local populace in areas occupied by the Germans. Many of these communities were fervently anti-communist and were eager to come forward and offer their services to the Germans to defend their areas against Soviet partisan bands, which roamed behind the German lines. The numbers who came forward were quite astounding. From among the Volksdeutsche elements in Poland, 12 polizei regiments were formed; in Estonia, 26 regiments. Latvia and Lithuania between them raised 64 battalions totalling around 28,000 men, and in the Ukraine an astonishing 70,000 volunteers came forward, sufficient to form 71 battalions. In the Balkans, the Croats formed 15,000 volunteers, the Serbs 10,000, and even Albania was able to raise sufficient volunteers to form two polizei battalions. The behavior of some of these auxiliary police units against their own countrymen equalled, and in some cases exceeded, the worst excesses of the Einsatzgruppen.
