Речь не CinC, это стратегический термин. Речь об оперативном
командире, который отвечает за проведение сражения. Роль личности в истории, вернее - правильного функционирования этой личности в таком историческом событии, как сражение.
Это канва, руководство к действию. Подчиненные командиры развивают теорию, отталкиваясь от этих пунктов и воплощая их в реальность. При этом иногда рождаются чисто национальные подходы. Вот что писал адмирал Артур Цебровски, один из отцов т.н. "сетецентрической войны", всего 15 лет назад:
“US Naval staff tells its people what to do and not how to do it. It’s the officer’ job to understand this and get those he leads to implement orders without denigrating or ignoring the insights of his subordinates who
were carrying themout. If he fails in that, his next job is to see to it that they are not carried out in unfortunate or uninformed ways. This is amoral dimension that distinguishes the American military from others. It places value on honesty and on maintaining the flow of information throughout the chain of command. That moral dimension is, as it should be, a driving factor in the new American way of war. And as I grew to understand during my career in the military, it applies to how we ought to think about and build military capabilities, too.”
