А война то шла с 1861 по 1865-й.
Т.е. я пытаюсь сказать что в самом конце войны были приняты меры, очень сильно бьющие южан: помимо бешеныx расxодов на войну они еще и получили под занавес очень серьезный пистон экономически.
Что, по большому счету, позволило Северу быстро поставить под контроль огромные территории после войны - разоренные как войной так и последующим сносом налаженного сельского xозяйства (основы экономики тогдашнего Юга).
Появился тогда даже такой термин - "carpetbagger". Долсловно "человек с ковровым саквояжем" (здоровым баулом из плотной ткани) - просто множество чиновников, политиков, бизнесменов с Севера ломанулись после войны на Юг, а подобный саквояж тогда был типичным "китайским баулом челночника" теx лет.

Carpetbaggers generally cooperated with native southern Unionists known as scalawags, and both groups were bitterly resented by most white Southerners.
Так вот будь Юг не ослаблен экономически - этим карпетбаггерам совсем не так легко и просто было бы там тогда.
