Seoul To Decide On New Jet Fighter Wed.

South Korea is expected to make a final decision on a winning bidder for its
multi-billion dollar fighter project on Wednesday, with the first phase of
evaluation in need of simple verification, an Air Force official said yesterday.
The Defense Ministry will embark on the process of verifying key evaluation
data, such as cost and technology involved, today, after taking over classified
documents from its four task force teams at 12 p.m. on Saturday.
``As far as I know, the ministry will hold an extended procurement meeting on
Wednesday to pick the supplier for the 40 fighter jets,'' said Lt. Col. Kim
Kyu-jin, spokesman for the Air force.
Boeing Co.'s F-15K and Dassault Aviation SA's Rafale are widely believed to lead
the four-way competition for the lucrative deal valued at more than $4 billion.
If the French-built Rafale fails to beat the F-15K by more than 3 percent in the
first stage of evaluation, the Defense Ministry will have to raise Boeing's hands
during the meeting, in consideration of the long-standing military alliance with
the U.S., which keeps 37,000 troops here, according to well-placed sources.
The procurement meeting, presided by Vice Defense Minister Kwon Young-hyo, will
immediately begin the second phase of evaluation on the same day if the
difference between the top contender and the runner-up turns out to be less than
3 percent in the first stage of evaluation, defense officials said.
``We will seek endorsement for the project from President Kim Dae-jung in late
April instead of reporting the interim results to him,'' said Choi Dong-jin,
deputy minister for defense procurement. ``We will make a final decision on the
day the meeting is held.''
However, he still left open the possibility that the process of verification
will last until early April, saying that the ministry does not have to hurry to
finish the selection as if it is running against the clock.
Though Choi refused to confirm that the meeting is scheduled for Wednesday,
analysts pointed out that the decision will have to be made by mid-week because
no additional session for the second phase of evaluation will be needed with
President Kim delegating the jurisdiction of the F-X decision to the ministry.
In a report to President Kim last November, Defense Minister Kim Dong-shin said
that his ministry would decide on a winning bidder for the fighter project by the
end of March this year.
The Eurofighter Typhoon of a European consortium from Britain, Germany, Italy
and Spain stands a slim chance of grabbing the project due to its high price tag, while Russia's Sukhoi Su-35 is far from winning due to concerns here about its
interoperability with existing weapon systems.
