With the propaganda campaign roaring, Tirpitz and Capelle put the final touches on the cost tables, which was difficult because Tirpitz had moved the completion date up to 1905, five years sooner than the OK-RMA plan. In this version the navy would have its own septannat (1898–1905). To save money, Tirpitz reduced the annual sailor intake from 1,722 to 1,139. This point raised howls in the Front, whose officers worried where sufficient crew would come from. He also decided not to keep both squadrons permanently in commission, a contradiction of his position in the past. He chose to limit battleship size to about 11,000 tons and large cruisers to about 9,000 tons. This decision kept costs down but later opened Tirpitz to the accusation that he was building ships not competitive to those of other nations.
Т.е. пришлось в 1,5 раза уменьшить з/п моряка, а водоизмещение броненосца в 11 000 т - это мало даже на фоне "прижимистых" русских, французов и итальянцев с их кораблями в 12-13 тыс. т, а уж на фоне британцев с примкнувшими к ним японцами (15 000 т) это уже вообще выглядело слабо.
И это - при подготовке первого закона о флоте.
