Churchill, creator of the myth of the Anglo-American-Soviet Grand Alliance against Hitler, contemplated military steps against the Soviets as early as November 1939. Although these initial discussions were tentative at best, planning for action against the Soviet Union-regarded by some as a willing partner in Hitler's war of conquest-gained momentum after the Red Army invaded Finland in late November. Various schemes to aid the Finns were contemplated, templated, including an advance into Soviet-threatened Finland after seizing northern Norway and Sweden, and the dispatch of naval forces into the Baltic Sea. The French even proposed landings in northern Finland and in Russia itself in the face of direct Soviet opposition.
