"They ought to blame the terrorists. They're the ones who caused the situation, not President Putin."
On the eve of his departure for a NATO summit in Prague, after which he will hold talks with Putin in St. Petersburg, Bush met at the White House with reporters from the Czech Republic, Russia, Lithuania and Romania.
Bush is to visit the Lithuanian and Romanian capitals after his trip to St. Petersburg.
Bush compared the Moscow theater siege with the Sept. 11, 2001, attacks on U.S. landmarks, saying there was "a common thread."
"I thought that at the theater he was confronted with a very difficult situation," Bush said. "Eight hundred people were going to lose their lives. Clearly, these people were killers, just like the killers that came to America."
