Renamed as XAE, a licence was purchased to manufacture the Rolls-Royce Spey 202 augmented turbofan, with the Chinese designation WS9. This engine was selected for the JH-7 supersonic twin-engined fighter/attack aircraft, which was to be produced at the nearby XAC aircraft plant. Becoming completely competent with the technology of this engine took ten years, during which time Rolls-Royce supplied 50 engines to get JH-7 production started. Since 1998, modest numbers of WS9 engines have been delivered, but it has been widely reported that -- to the Editor's astonishment -- the JH-7 ideally needs engines of greater power. In late 2000, Chinese sources stated that attempts to find an alternative engine, such as the Russian AL-31F - which would have meant considerable redesign of the aircraft - had been abandoned. Indeed, according to Jane's All the World's Aircraft, "a further 80 to 90 [British-made] Speys were being delivered in mid-2001."

Там же пишется, что ХАЕ сотрудничает с Rolls-Royce с 1980 года, изготовляя для его двигателей комплектующие.


А вот еще из статьи про собственно двигатели Spey Mk202\Mk203 - "Since 1975 produced under licence by Xian Aero-Engine Corporation in China as WS9 (see under heading XAE)."

Хотя, конечно, с вопросом о лицензии у китайцев обычно сам черт ногу сломит, но, скорее всего, лицензия была.
