For the Army (license plates with "WH"), the following numbering
system appled:
10,000 - 19,999 WK I (Königsberg)
20,000 - 29,999 WK II Stettin)
30,000 - 39,000 WK III (Berlin)

40,000 - 49,000 WK IV (Dresden)
50,000 - 59,000 WK V (Stuttgart)
60,000 - 69,999 WK VI (Münster)
70,000 - 79,999 WK VII (München)
80,000 - 89,999 WK VIII (Breslau)
90,000 - 99,999 WK IX (Kassel)
100,000 - 109,999 WK X (Hamburg)

130,000 - 139,999 WK XIII (Nürnberg)

240,000 - 249,999 WK XIV (Magdeburg)
150,000 - 159,999 WK XV (Jena)
250,000 - 259,999 WK XV (Jena)
179,000 - 179,999 WK XVII (Linz)
180,000 - 189,000 WK SVIII (Salzburg)
In the Bundesarchiv there is some interesting info in the Kriegstagebuch of the LAH. On 11 September 1940, during refitting in Metz, they received new plates for excisting vehicles.
The Aufkl.Abt. got a small patch of new plates (79541 to 79600). The Tagesbefehl of that date states that the vehicle registrationpapers had a pre-printed section in which the Schirrmeister had to make a notition that the vehicle received a new number. It was something like this:
SS-__________ zu SS-___________ umgesetzt.
That means: The Division ordered new vehicles and SS-licenseplates for the new vehicles at some Hauptamt. The vehicles came to the division with plates from the factory. After arrival of both the plates and the vehicles they returned the factory plates to their owner.
Вопрос: 79XXX means Wehrkreis Munchen, not Berlin or even Metz.
The Leibstandarte Division had Berlin Lichterfelde-Ost as "Standort". The numerous LAH vehicles (photos of Charkov battles, vehicles from 3./AA1 in 1942, a Puma in Normandy 1944 and others) are from the SS-16X XXX series which would indicate Wehrkreis III (Berlin) according to the WH numbers (160,000 to 169,999), which would be a perfect match with Wehrkreis Berlin (Oberabschnitt Spree for SS), as for the Army (license plates with "WH") the following numbering system applied:
10,000 - 19,999 WK I (Königsberg)
20,000 - 29,999 WK II Stettin)
30,000 - 39,000 WK III (Berlin)
160,000 - 169,999 WK III (Berlin)
260,000 - 269,999 WK III (Berlin)
40,000 - 49,000 WK IV (Dresden)
50,000 - 59,000 WK V (Stuttgart)
60,000 - 69,999 WK VI (Münster)
70,000 - 79,999 WK VII (München)
80,000 - 89,999 WK VIII (Breslau)
90,000 - 99,999 WK IX (Kassel)
100,000 - 109,999 WK X (Hamburg)
110,000 - 119,999 WK XI (Hannover)
120,000 - 129,999 WK XII (Wiesbaden)
130,000 - 139,999 WK XIII (Nürnberg)
140,000 - 149,000 WK XIV (Magdeburg)
240,000 - 249,999 WK XIV (Magdeburg)
150,000 - 159,999 WK XV (Jena)
250,000 - 259,999 WK XV (Jena)
179,000 - 179,999 WK XVII (Linz)
180,000 - 189,000 WK SVIII (Salzburg)
The SS used the same registration system.
And the reason is very simple: the SS was not independent, it was part of the Wehrmacht. And to keep the administrative expenditure low, they used the same system.
Но есть вопрос о номерах 79XXXX plates from the KTB of LAH. They had an official system to issue licenseplates but for some reason they didn't follow the rules (there are more pics of LAH vehicles with non-61 series plates. After a while they dropped the numbering system, but this list is from 1941 and the issued 79-series plates are from 1940 when the system apparently still worked.
BTW: in the Ardennes all LAH plates were from the 929XXX series, I guess at that stage of the war the rules were dropped (but thats another mystery to solve).
